Libretto input devices( touch and keyboard) problem after log off

After log off in windows 7, the sign in icon displayed but lower screen which is usually for diaplaying keyboard is turned off and i cannot pressed the admin icon for sign in......temporarily i have to take off battery for restarting. Please inform me what is better way to make the touch screen or keyboard screen functional.

If you have the "CTRL-ALT-Delete" screen, press the keyboard button on the left side of the lower screen until the login screen appears, you will see the Windows "Floating" Keyboard that will allow you to enter your password. If you have multiple users you can select the user than the same as above.
