Windows 8 Internet Explorer 10 won't work unless run from desktop

I have a brand new Satellite.  When I try to open IE from the home page, I get "

This page can't be displayed
  • Make sure the web address http://forums.toshiba.com is correct.
  • Look for the page with your search engine.
  • Refresh the page in a few minutes.
  • Check that all network cables are plugged in.
  • Verify that airplane mode is turned off.
  • Make sure your wireless switch is turned on.
  • See if you can connect to mobile broadband.
  • Restart your router.
If following these suggestions didn't work, resetting your connection might help."
 
However, if I open IE from my Desktop, it runs just fine and I'm connected to the internet.  The only time it worked from the home page was the first day I brought it home.  I'd really like to actually use Windows 8 and not run everything from my desktop.  Can anyone help me?

I recommend you upgrade to Windows 8.1 and see what the situation is like. Follow the instructions carefully.

I would love to, however when I try to update, it tries to send me to the app shop - where it won't connect.  It also won't update anything like "People" or my email.  I have a C55-A5311 Satellite.  I just bought it 8 days ago and it only connected on the first day.

I would reset the machine just once. If it still doesn't work right, return it for another.

 

   Settings > Power > Shift + Restart > Troubleshoot > Reset your PC
