Can't move mouse while typing

I tried to go to PC settings and turning off mouse delay, but it doesn't work. Do I have to apply the settings somehow? I've already restarted. This is really annoying.

There's a "feature" in Windows 8.1 called called accidental activation prevention. See KB2907018.

 

Try disabling that.

Well what he means is that after changing the setting the setting does not apply. Meaning he puts on No Delay and it still happens no matter what. The system does not see that that setting has been changed therefore it stays having a delay when you try to move after typing
