Periodic stuttering

About six months ago, I had purchased a Satellite P740D.  Over the last couple of months, I had noticed that the computer would periodically stutter or freeze for a second or two before returning to normal functioning.  There will be periods of time where this would happen rarely, but at others, it will occur several times a minute.  I am not sure whether the problem has been getting worse or my tolerance of it has been diminishing, but a few weeks ago, I tried a fresh install of the OS and installed a minimal number of programs when that was complete.  The problem appeared to be unchanged.

 

Watching the resource monitor, the CPU usage tends to stay fairly low, the RAM activity is rarely over 50%, but the hard drive activity frequently spikes.  It is not clear to me whether this is the cause of the problem or merely coincidental, but I have not noticed anything else.

 

Any advice would be greatly appreciated.

Hello cplawrence, 

                           It seems there is some problem in your circuitry. About your hard drive spikes, it seems a little unusual and maybe a possibility for the freezing. But the main 2 reasons I believe are issues with your graphics & problem with your battery/power source. Kindly, get your laptop to a hardware repairer or to Toshiba service centre.
