Changing Desktop Wallpaper in Windows 7 startup

I just purchased a NB 205 mini notebook with Windows 7 Startup. I am at a loss on how to change the desktop wallpaper. The help menu is only applicable to windows 7. How can I change the desktop back ground in Windows 7 startup?

im not sure how to do it in startup. but in win7 preimum you can right click then click on personalise and there will be a spot where you can change it. i dont know if this helps or not

   Correction: Starter wallpaper more secure than I thought

 

You may want to check out some of the other restrictions.
