I have a Toshiba Satelitte C655D-S5130 laptop and I have hooked it up to my proscan tv with a vga cable and the tv says no signal no matter how i set the settings in the display on the latop. any suggestions. I dont know what model tv it is because it doesnt say and I cant find the box

Try reinstalling the latest display driver.

When you right-click on the desktop and select "Screen resolution," do you see two monitors in the window that opens?

Also, if you're connected to the TV and you reboot, do you see anything from the computer on the TV while it's booting?
