When trying to open the AMD VISION Engine Control Center I get the folling message, "AMD VISION Engine Control Center cannot be started. There are currently no settings that can be configured using AMD VISION Engine Control Center."
I've just bought this computer new and was able to access the AMD VISION ECC for the first few days. Suddenly, I can no longer access it.
I tried to update the drivers from the Thoshiba support page. Now I get this message, "AMD Catalyst Control Center cannot be started. There are currently no settings that can be configured using AMD Catalyst Control Center." Almost the same message as I got the first time.
EDIT: I forgot to provide my graphics information. The Laptop has a AMD A10-4600m with HD 7660g integrated graphics.

Is THIS the display driver you installed? Even if yes, please try again. It is AMD Display Driver Version 8.982.7 dated 11/02/12.

Before I was aware of your post I reset the computer to factory settings. After the factory reset was complete the AMD VISION Engine Control Center worked! However, after I closed the AMD VISION Engine Control Center, I tried to open it again and I got the same error message.
IMPORTANT NOTE: This is happening even though I have made no changes to the system; I haven't deleted programs, haven't updated anything, haven't even been on the internet, yet, the program wont open.
After it failed again, I saw your post and did as your instructed. I downloaded the driver and attempted to install the driver. The driver extracts itself but no setup occurs after the extraction.

I'm at a loss also, robinson. The reset to out-of-box should have fixed it and it did. Very puzzling why the fix didn't hold. Maybe someone else will come up with some ideas.

Seems to be a common difficulty.
What happens after you upgrade to Windows 8.1? It requires a different driver.

I am having the same issue, I have a L775D-S7223 and cannot get anything to work
I am at the point now that I will be throwing this POS against the nearest wall in about 10min.
