Can recovering the system to the "out-of-box state"
be done more than once?
The way I understand it that there's a separate partition on
the hard drive that's used for system recovery. Once it's
used to recover the system the partition is deleted. A new
partition is created, the hard drive is formatted and the
software is reinstalled. The system is recovered to the
"out-of-box state" minus the partition and the ability to
restore the system again.
If DVD's are used to recover the system is the partition
used to restore the system also re-created?

You understand incorrectly. Out-of-box state means exactly what it says. Everything is restored. So, yes, you can restore as many times as you like.
That, however, does not obviate the need to create recovery discs. When the disk itself fails, you need those to restore to a new hard disk.

So system recovery to the "out-of-box state" can be done more
than once if necessary and the (hidden?) partition that provides
the ability to perform the recovery remains unaffected?
I imagine that recovery from DVD's recovers the entire disk including
the partition necessary to recover the system from the hard drive if
needed.

Yes, it recovers to the out-of-box state too.
Some recent machines have other options. Care to give a model number?

I read the section but it doesn't provide clarification regarding the possible
unintended consequences of following the procedure.
So as long as the integrity of the hard drive is maintained the system can
be recovered indefinetly (from either the partition on the HD or DVD's) If
the hard drive fails a replacement hard drive can be recovered from DVD's.
