Retrieval of THotkey failed. Error code 0x00031402

Running WindowsXP toshiba notebook, (tecra M7-s7331). Notebook boots-up OK, and soon after an error comes up as follows:
TouchEd Error. Retrieval of THotkey failed. Error code 0x00031402, 0x00000002. Everything is working OK on computer except can no longer use the Fn key to turn down the brightness on the screen or any other Fn functions.
I tried a few options that I found on the web.

 

Tried option listed below.  Very simple to follow, but did not work.

1) Navigate to C:\Windows\system32

DELETE 000StTHK.exe and 00THotkey.exe.manifest
COPY 00THotkey.exe
Navigate to C:\Documents and Settings\All Users\Start Menu\Programs\Startup
PASTE 00THotkey.exe into the Startup directory.

 

2) Deleted Hotkey utility and reinstalled, (did not correct the issue).

If anyone has another suggestion it would be appreciated.

I was working on a 2455-3001s that someone had used a registry cleaner on and it also had a virus.

 

After cleaning up the computer, I was still getting the same message about - Retrieval of "THotkey" failed.

 

I did all the things mention here and other places.  I did find that my registry was looking for 000StTHK.exe

 

in the main C:\ directory. So I edited the registry to look in C:\windows\system32.  Rebooted and that didn't fix it either.

 

What did finally fix it was turning off hibernation in the control panel/power settings.  Reboot and then turned hibernation back on.  Problem went away.

 

I guess clearing the hiberfil.sys file did the trick!
