Satellite L505D S5983

My laptop has been running really hot lately, is there any possibility of turning up the fan speed?

Currently the fan only turns on when the laptop gets really hot, I want it to run consistently to keep the CPU cool, and not get so hot when its on my lap.

Could Toshiba create a BIOS update to fix this , are there any programs that work( Already Tried speedFan)

Thanks, Any help is greatly appreciated.

Yes, they're clean. The design itself is the flaw, or atleast in the BIOS software. I hate H2O BIOS, the fan does not come on until the CPU reaches 126 F, and thats way too hot, i used Everest Ultimate to get those readings, i'm hoping either Toshiba or someone from the community has any advice, that would allow me to lower the temperature that the CPU fan turns on at.
