As Jerry Lippey said in the post just before yours, this is the site for US machines. Yours appears to be a Middle East machine and your drivers are located HERE.

Where can I find driver for Bluetooth for Win 8 x64 Pro? Tried all the Win7 x64 drivers, they just don't work ('unable to start device' in device manager)...

There are no Model C640's sold in the U.S. and as mentioned above several times, this is the site for U.S. machines. If your model IS a U.S. machine, click on Downloads above and follow directions to find your drivers and other support.  If it is not a U.S. machine, contact Toshiba in your part of the world.
