Sometimes this Microsoft Fix it, which modifies the registry, helps.
Fix problems with CD or DVD drives that can’t read or write media

tried that already and it didnt work, Also tried a repair zip file from toshiba (worked 1 time) then when I ejected a cd it stopped working again. When I did a reboot for some reason I lost the dvd-rw/cd drive entirely. Now the repair file wont work and there is still no dvd-rw/cd drive

You should have told us what you've done at the beginning. Saved us just spinning our wheels.
Also tried a repair zip file from toshiba..
Please point us to that file.
Open Device Manager (devmgmt.msc), expand DVD/CD-ROM drives, and double-click on the drive. What does Device status have?

There isn't even an icon for it anymore so I can't check the status (not even on my device manager tab) It's completely gone

If Device Manager cannot see a device, that virtually always means the device has failed.
The most frequent computer malfunctions occur in optical drives.
