I'm running Windows Vista 6.0, Build 6002. The CD/DVD device will not operate. The Device Manager shows the message "This device cannot start. (Code 10)".
I've tried to obtain a driver update but only find utilities to scan and repair that cost money. I should be able to solve this without an purchased utility program.
Any advice is appreciated.

I just tried Microsoft Fixit. It didn't resolve the problem. It said the driver had to be reinstalled. I have the original disc for the Toshiba but expect I can't use it since the CD/DVD drive does not start.
What suggestions do you have?

One way to find out if the device is malfunctioning is to use the driver in the BIOS.
Locate a known-good bootable disc and try booting from it.
Load the disc, restart the computer, press F12 at the Toshiba screen, set the boot priority, and see what happens.

I tried to boot from the manufacturers disc and was able to do so. So the drive functions. But it seems all I can do from that disc is to recover the whole system which would wipe out my data.
How do I get a new driver? When I click on Update Driver for the CD/DVD in the Properties window for the device, the system responds that I have the latest driver.

I followed the instructions in the last Fix It you suggested, did the manual registry changes (deleted two entries), restrated the computer and the problem was resolved!
