i have satellite L655....

what is the use of 

• Toshiba Value Added Package? do i need to install for my laptop?

You should already have this installed.

Control Panel --> Programs and Features, and see if you can find Toshiba Value Added Package in the Programs List.

This package contains several diagnostic utilites, as well as Power Management Capabilities, which I believe are not exactly perfect.

However, it also contains the utilites which let's you use the FN function keys that control Display Brightness, etc etc...

I usually keep my installs to a mimimum on my computers, but the TVAP is one that I always install.  The use of the function keys, and all of the functions that they provide are worth it IMHO.
